How is HRA exemption calculated?

It's the smallest of three numbers: the actual HRA you receive, your rent paid minus 10% of basic+DA, and 50% of basic+DA (40% for non-metro cities).

Which cities count as metro?

Delhi, Mumbai, Kolkata, and Chennai are treated as metro for this calculation. All other cities use the 40% limb.

Does this apply under the new tax regime?

No. HRA exemption is only available under the old tax regime. The new regime doesn't allow this exemption.
